The problem is basically that the indebtedness is not due to loans from banks, but due to loans from private money lenders. And the fact is that the 2 hectare limit makes no sense. There are farmers with more than 2 hectares who cannot be considered "big" farmers in any sense (there was never any way for them to get bank loans and/or insurance).
