This is what happens when you try to enforce laws strictly.
How the hell can you expect such a young child to know what sexual harassment is? I can understand that they might scold the child and teach him not to do that... but sexual harassment is inappropriate. The pinch was not even something that was so overtly sexual (there was one case where a young child attempted oral sex) that it might be considered a perversion..... these guys need to fix their heads.
