No matter what the BMC does mumbai will always get flooded in the rains. The topography of mumbai is such that certain areas like santacruz(milan subway), Hindmata, Kalbadevi, some parts of Colaba, some parts of andheri etc will always be flooded in the rains due to them being low lying areas. So when there is even medium to heavy rainfall these places tend to get flooded soon. I have been witness to them for the past 20+ years of my life, nothing new. Only thing is the media getting hyper about it everytime there is ankle deep water in mumbai.
