If there is a will, even Internet traffic can be regulated. Its done in many countries.
btw steps are already being taken to do that. The new IT act before the standing committee of the parliament is debating(according to CNN, its finalized) the following points.
- Regulation of porn sites on net esp the mms sites.
- asking the ISp to regulate and provide information about offenders. In case of non compliance, ISP will be bnned and the owner jailed.
- Shooting video's photos of people without consent and posting on net is now an offence while will have 10 years in jail. The ISP will be responsible for tracing the offender
among other things.
Basically the ISP's may well decide to ban the so called "porn" hosts instead of facing the trouble.
