You are ignoring one important aspect here.
Having enough info on the other car not only helps improve your car
but also gives a whole lot of info on the strategies. And Ferraris are the master strategists!!! If one could 'guess' Ferraris are gonna pit on the 26th lap, then one could easily tell wat kind of setup Ferrari's running on. One could (and definitely would) then plan one's strategy accordingly. Its like you are playing Vish Anand except u already know his every move prior to the game. Its like..
