Baby is sent through X-ray machine at LAX

A woman places her month-old grandson in a bin for carry-on items. Doctors later determine he did not get a dangerous dose of radiation.


A woman going through security at Los Angeles International Airport put her month-old grandson into a plastic bin intended for carry-on items and slid it into an X-ray machine.

The early Saturday accident — bizarre but not unprecedented — caught airport workers by surprise, even though the security line was not busy at the time, officials said.

A screener watching the machine's monitor immediately noticed the outline of a baby and pulled the bin backward on the conveyor belt.

The infant was taken to Centinela Hospital, where doctors determined that he had not received a dangerous dose of radiation.

Officials, who declined to release the 56-year-old woman's name, said she spoke Spanish and apparently did not understand English.

She initially didn't want the baby transported to a hospital, but security officials called paramedics and insisted that the child be examined by a doctor.

The grandmother and the child were subsequently allowed to board an Alaska Airlines flight to Mexico City.

The rare incident drew attention to whether officials are staffing often-busy security checkpoints enough to prevent such an accident. And it raised questions about the danger of X-rays used to pick out suspicious metal shapes in passenger bags, given the medical community's warnings that even low amounts of radiation can build up over a lifetime.

"Rather than focus on the radiation dose, which is a small amount, we need to focus on why this happened, so it doesn't happen again," said Dr. James Borgstede, a diagnostic radiologist at Penrose-St. Francis Health Systems in Colorado Springs, Colo., and president of the American College of Radiology. "Human beings weren't meant to go through those things."

In the several seconds the baby spent in the machine, the doctor added, he was exposed to as much radiation as he would naturally get from cosmic rays — or high energy from outer space — in a day.

Security experts said the incident underscored a more widespread concern about the screening process at LAX and other airports.

"The screeners are still reporting that they're being pushed," said Brian Sullivan, a retired Federal Aviation Administration security agent. "If a baby can get through, what the hell else can get through?"

Nico Melendez, a spokesman for the Transportation Security Administration, which manages LAX screeners, said the agency doesn't have enough workers to constantly stand at tables in front of the screeners to coach passengers on what should or should not be sent through X-ray machines.

But in some cases, airlines contract with private companies to staff the tables and assist travelers. The TSA will also occasionally put employees at the tables if extra workers are available.

TSA screeners often ask passengers to put their coats, shoes, laptops and other items into the bins, Melendez said. But they cannot observe everything people place there, because they must monitor screening equipment, he added.

Still, he said that the TSA works hard to educate passengers about what carry-on objects require screening and that travelers must take responsibility for knowing these rules.

"There's an obligation on the traveler to use some common sense," said Larry Fetters, the TSA's federal security director at LAX. "If they don't understand, they should ask somebody. If they ask us, we are generally able to find someone who speaks that language and assist them."

On its website, the TSA posts extensive tips for travelers, including a section titled "Traveling With Children."

One item reads: "Never leave babies in an infant carrier while it goes through the X-ray machine."

There are also signs posted in English and Spanish at ticket counters and near security checkpoints warning passengers that they must put metal objects, such as cellphones, pagers and car keys, into bins that go through X-ray machines.


"This was an innocent mistake by an obviously inexperienced traveler," said Paul Haney, deputy executive director of airports and security for the city's airport agency.

"This is only the second time in nearly 20 years that anyone can recall a traveler mistakenly putting an infant through an airport X-ray machine. Since then LAX has served more than 1 billion travelers without an incident of this type," he said.

In 1988, an infant in a car seat went through an X-ray machine at LAX Terminal 4. Also that year, officials at Winnipeg International Airport in Canada accidentally sent a 2-month-old wrapped in blankets through an X-ray machine.

The TSA said it is continuing to review Saturday's incident at LAX.

"We're trying to figure out what changes we can make, short of putting up signs saying, 'Don't put your baby through the X-ray machine,' " Melendez said. "We're trying to determine how we can make this not happen again."

Mumbai Airport immigration officials deported seven-year-old Viraj Shriwardhankar and his three-and-a-half-year-old brother Vrishabh two hours after they landed in India last week.

Their parents' plea for a transit or temporary visa was summarily denied.

The officials granted a two-day transit visa to a French national at the same time, their father Vijay Shriwardhankar wrote in an e-mail. 'The French national has white skin while Viraj and Vrishabh have brown skin.'

Vijay and his wife Vaishali Prabhu, both natives of Mumbai who have worked as IT professionals for nine years in Boston, said they 'cried' when they described their experience at Mumbai airport. Both Vijay and Vaishali are Indian citizens and have a Green Card. Their sons are born in the US and hence, American citizens.

The family left Boston on December 11 for a four-week vacation in India by Air France flight 337. 'The Air France agent verified our Green Cards along with our passports but did not ask about the Indian visa for our children who have US passports. At Paris the officials never verified our sons' visa but verified our Green Cards,' Shriwardhankar said.

When the family arrived in Mumbai they realised they had not brought the visas for the children with them.

Their elder son has a ten-year Indian visa in an old passport which the family did not carry with them. The younger son has a Person of Indian Origin card. That too the family did not have with them.

The family requested an immigration official for temporary or transit visas for the children.

They also told the official they could get the documents faxed from Boston.

'The official would not even look at us, let alone hear our pleas,' Vaishali said. 'I have never seen such inhuman behaviour.'

No one was bothered that the children had already traveled for about 24 hours. 'There was absolutely no humanity shown by the ACP (Assistant Commissioner of Police) Immigration or Air France officials,' Vijay said.

The official would grant the family only 45 minutes for the documents to be faxed to Mumbai. 'We requested a little more time. But he would not heed us,' Vaishali said.

'I requested my friend in Boston to go to my house and fax the visa papers immediately. She was already on her way to get those papers. I was begging the Immigration ACP and Air France officials to allow us to wait at the airport until officials received the fax but they didn't want to do anything about it and forced us to take the flight at 2:40,' Vijay said.

The officials received the fax 10 minutes after the flight departed, the couple discovered later.

'We asked to see a higher official, but it was not allowed saying the boss had already left. How can an airport function without a senior officer?' Vaishali asked.

After the stipulated 45 minutes, an official, Deepak Grover, gave the children a Notice of Refused to Land.

Two hours after their arrival in India, the family left Mumbai.

'I absolutely accept my big mistake of forgetting the visa. I am a human being and can make mistakes. I was trying to see an alternative so my kids did not have to travel 22 hours again,' Vijay said.

'I am sure the guys got a peaceful sleep that night. I have not met such cold persons in my life who don't understand or feel the sorrow of the kids. We left with my kids crying and my family members outside in a state of shock,' Vijay said.

'The worst part was that there was a Frenchman from the same flight sitting in the immigration office who forgot to even apply for an Indian visa. The immigration official gave him a two-day transit visa.'

'The immigration official said he would have sent us back even if I had a two-month-old baby. But for white skin laws will be different,' Vijay noted.

'The children are very upset. The elder son questions the behaviour of people in India,' Vaishali said.

The family plans to leave for India in a few days. 'I feel ashamed of being an Indian. The Frenchman told me, "I am surprised how immigration personnel are treating you even after you being an Indian." What kind of world are we living in? The officials could have checked the computer for details since the children had visited India many times earlier,' Vijay said.

'India is the only democratic country that doesn't allow a transit visa to any foreign national,' he said. 'Yet our politicians want to improve tourism in India.'

'I am writing this with great pain that my family had a terrible experience with the Mumbai immigration department and Air France. I would like to share that with you to see if anything can be done so that such things would not occur in the future,' Vijay wrote.

'I know no one can reimburse for the suffering and torture we went through. I would be highly obliged if action is taken in this matter.'

yes..... different laws for different "coloured" people.... thats how it is here. thats how its been every since the brits landed here.. and sadly thats how its gonna be here... why do u think people sometimes prefer living @ second class citizens in other countries then in thier own? hell its worse then second class in our country for our own people

^ I am not sure what are the current laws with regards to transit visas. Also i am not sure if laws are different for NRI's and others.

I hope thats not the case, else that sucks.

Also, if the immigration guys have just followed the letter of the law while dealing with this couple then i would not blame them. I would rather blame the 'Laws'

More details and facts would be very much welcome in this case

The transit visa experience took place b'coz Europe and US have a great embassy baacking them up!!! It would lead to diplomatic rows if anything occured!!
