Its simple.
In nature everyone is not equal and the strongest rises to the top, and as the leader. The minority has to lead as its the strongest and the party capable of leading failing which the whole existence of the group at large would come under threat on account of the weak not being able to defend against those who are strong in other groups. Simply the people are strong are meant to rule.
It applies to Humans too. Democracy only tries to obfuscate the law of nature and of natural selection of the leaders by trying to bestow the power to elect that leader(which is contrary to the law as in utopia the leader will emerge anyway) but inspite of that what does not change is the underlying law of nature which brings forth the powerful to the top. Powerful here does not mean the power that we would associate with any other species.(where physical strength is usually the winning criteria) but in case of humans, the single biggest power is that of intelligence.

I think it's the stupidity of others than the intelligence of a few. But then I am a pessimist.

It is the intelligence and the way it is used. To lead things to chaos or to prevent them from falling into mess depends on the person(s) and their type of intelligence. Add some luck and stupidity of other ppl, u get the stuff u want!

Stupidity of others is immaterial. Stupidity is a relative term that is given in retrospect. In a group at any given time stupidity has no meaning and no definition. The one who has the intelligence among the clique comes forward.

yes its the capability to think and adapt to situations to best survive in that environment.

To logically make a decision between two or more possibilities and decide a path best suited is not instinctive. Instinctive reaction is pre-programmed and cannot adapt to varying possibilities.
Those who do; advance in chain of evolution and those decisions constitute intelligence.
