Very good observation sardar. I too agree with u. But generally the rate of interest is dependent on repo and reverse repo rates, which is inturn dependent on inflation.

arre crr's no way effect what the money lenders will charge
They are under no obligations to maintain any cash in hand or otherwise. The motive there is simple.
