I was going to add, I agree with one of your comments above that on certain occasions the use of LOTE is instinctive, we all strive to make ourselves clear and not everything translates properly from one language to the next...............

I voted for option #1.

English is an international standard for communication and we have people from different states in India, which is the land of a thousand languages and a million dialects (metaphor, silly!), as well as from abroad. I also absolutely detest and condemn SMS-lingo to the effect that I don't use it even for SMSes.

Using regional languages results in partial alienation of people, and confusion and mistrust from not being able to comprehend what's being said. English, as imperfect as any natural language can be, is already confusing enough for people speaking different dialects and with metaphors specific to their culture and habitat. Let's not add to the problem and stick to using clear and precise English for communication here.
