That means the stylesheet is not getting loaded for you. Does it get rectified when you refresh the page? Try doing a hard refresh, clearing cache and then see?
Anyone else facing this? (It usually happens only when your connection is ultra slow, No chance of happening even on a decent Dialup )

yeah happens once in a blue moon, will go off if i refresh the page 
Yes it happens when there isn't enough bandwidth for browsing (read torrents  )

It didnt go when i refreshed the page... had to clear the cache.
I actually didnt want to clear the cache.
Anyway, all normal now.

yeah, don't worry it has got nothing do with FE, even faced it in TE and some other forums too. No big deal. I didn't even had to clear the cache. Yes a hard refresh will help.
